What is Primary Health Care?
Session two of PHC interest group’s ten-part lunchtime seminar series, “Primary Health Care: The heart of every health system” that will run once a month throughout the 2022/23 academic year.
The seminar series provides an overview of the key functions and features of PHC, its potential in achieving universal health coverage and its role in global health. Seminars are led by speakers working in a range of settings.

In this session we examine what is understood by the terms primary health care and primary care. Speakers will provide an overview of the origins of PHC and how it has evolved in different parts of the world. Finally we will consider the current challenges facing PHC and the influence of the geopolitical context.
This session covers:
- The three pillars of PHC
- How and why PHC differs from Primary Care
- How to measure PHC
- The underlying historical evolution of PHC
- Contemporary controversies and future challenges
This session will be chaired by Luisa Pettigrew, LSHTM and Josephine Exley, LSHTM.
Speakers
- Shannon Barkley (WHO) is an expert in primary health care working for WHO as a health policy advisor in the West Bank and Gaza.
- Luke Allen (LSHTM) is a GP and a global health policy researcher who has worked on PHC at WHO and the World Bank.
- Martin Gorsky (LSHTM) is a public health historian who focuses on the history of health systems in the West since the late 19th century.
- Anteneh Zewdie (IPHCE) is the Director of Programs at International Institute for Primary Health Care in Ethiopia
