This seminar explores the complex landscape of TB funding and programming in Pakistan, a high TB burden country. Dr. Shifa Habib’s talk will focus on the interplay of stakeholders, power dynamics, and political influences that shape the country’s TB response. It highlights how international development assistance, decision-making structures, and institutional interests impact program implementation. The session examines opportunities for strengthening governance and enhancing aid effectiveness.

Dr Shifa Habib is an Assistant Professor in the Department of Community Health Sciences at the Aga Khan University (AKU), Pakistan. She is currently pursuing a Doctorate in Public Health at the Bloomberg School of Public Health, Johns Hopkins University. Shifa’s focus areas include Health Systems and Policy Research and Practice.

With over a decade of experience, Shifa has led Monitoring, Evaluation, and Learning for large-scale projects in Pakistan funded by the Global Fund for AIDS, Tuberculosis, and Malaria (GFATM), the Bill & Melinda Gates Foundation, and the Stop TB Partnership. At AKU, Shifa plays an instrumental role in advancing health systems and policy research, collaborating with federal and provincial governments to provide policy advisory and support evidence-informed decision-making. She was also a collaborator and co-author on the Future of Global Health Initiatives (FGHI) work, contributing to the dialogue on the evolving role of donor-driven international health programs.

Shifa has led and authored numerous scientific publications on tuberculosis, including work on private-sector engagement in TB service delivery, gender-responsive TB programming, evaluation of AI-powered diagnostic tools, and the integration of social protection and TB programs in low- and middle-income countries (LMICs).
